San Miguel County, NM- On January 23, 2020, the New Mexico State Police Investigation Bureau was called to investigate the sexual exploitation of a child at the Pecos High School in Pecos, NM.During an extensive investigation, State Police agents learned on January 23, 2020, a 14-year-old juvenile female disclosed she had been sexually communicating via cellphone through a Snapchat App with a male, identified as Joshua G. Rico (24) of Albuquerque, NM who is the boys basketball coach at the Pecos High School. The 14-year-old also disclosed Rico had asked her to send him nude photos of herself to him on numerous occasions. Through further investigation, agents learned Rico had also sent photos of his genitals to the 14-year-old via snapchat and threatened he would expose her by way of social media if his sexual demands were not met.Agents obtained a search warrant for Rico’s cellphone for evidence. During a search of Rico’s cellphone, agents found numerous nude photos and videos of the 14-year-old female, himself and 3 other juvenile females who had also been victimized by Rico via snapchat.Through that investigation, agents were able to identify and locate the three female victims in Rico’s cellphone. The three female victims were also all sexually victimized by Rico in the same manner as the 14-year-old female. Rico on one occasion also had purchased alcohol for one of the victims.On Friday, February 14th, 2020, an arrest warrant was issued for Joshua G. Rico from the San Miguel County Magistrate Court. Rico was arrested on February 14th, 2020 without incident. He was booked into the San Miguel County Detention Center in Las Vegas, NM. In regards to the Pelosi v. Albuquerque, NM – On January 21, 2020, a Multi-Agency Task Force which was led by the New Mexico State Police was called to investigate a police shooting on Interstate 25 northbound, near mile marker 231 in Albuquerque, New Mexico.
At approximately 10:00 a.m., New Mexico State Police Sergeant Joshua Perea who was assigned to the traffic safety operation in Albuquerque, conducted a welfare check on a blue Jeep Cherokee that was parked on the shoulder of Interstate 25 northbound, near mile marker 231. As Sgt. Perea checked on the Jeep Cherokee, he was contacted via radio by a State Police Officer who was traveling north on Interstate 25 near his location of a male walking towards him with a handgun. The male was identified as Roman Craig (26) of Albuquerque, NM. Sergeant Perea observed Craig walking towards him holding a gun and gave Craig commands to drop the handgun which he ignored. Sergeant Perea drew his department issued handgun and continued to give Craig commands to drop the handgun. Craig raised the handgun andpointed it towards Sergeant Perea. At that time, Sergeant Perea fired once towards Craig, striking him. Craig fell to the ground and he was taken into custody. Emergency aid was rendered to Craig on scene. He was transported by emergency personnel to the University of New Mexico Hospital where he was treated for his injuries.
Upon Craig’s release from the hospital, he was booked into the Bernalillo County Metro Detention Center for Aggravated Assault upon a Peace Officer with a Deadly Weapon.
Sergeant Perea was placed on standard administrative leave. Sergeant Perea has a total of 21 years of Law Enforcement experience. Sergeant Perea has been with the New Mexico State Police for approximately 12 years and 11 months. Prior to New Mexico State Police he worked for the Los Lunas Police Department for 9 years. He is currently stationed in Albuquerque. Upon completion of the investigation, the case will be forwarded to an assigned district attorney’s office for review. No other information is available.

CLOVIS, N.M. (AP) — Three people were injured in an early Sunday morning shooting in a neighborhood in Clovis, New Mexico, police said.
The Clovis Police Department said in a statement that officers found two 21-year-old men and a 19-year-old man who had been shot just after 3 a.m. after receiving a call about gunshots.
Two of the men were taken to a hospital in Lubbock, Texas for their injuries. The third was taken to a Clovis hospital.
Officers are asking anyone with more information to contact police.

Santa Fe, NM—-Attorney General Balderas today joined a coalition of 20 attorneys general in filing a comment letter to protect the rights of asylum-seekers. Under a new interim final rule, the Trump Administration is effectively attempting to ignore asylum claims by sending people, many of whom are fleeing violence and persecution, to third countries that have signed asylum cooperative agreements with the federal government. The rule, which went into immediate effect, will block states from welcoming asylum-seekers who make significant cultural and economic contributions to communities across the country and threatens to tear families apart.
“We have a humanitarian obligation to help and protect families fleeing from violence and political corruption
in other countries, and the Trump administration’s latest attempt to turn its back on these vulnerable people is
un-American and cruel,” said Attorney General Balderas. “We will continue to fight for those without a voice
and to stop these horrific policies.”
Giving asylum-seekers a safe haven from persecution is an essential value of the United States. In contrast, the Trump Administration’s interim final rule harms thousands of already vulnerable individuals by barring them from seeking protection in the United States and forcing them into dangerous circumstances in third countries that are not equipped to handle their claims. Currently, Guatemala is the only country where an asylum cooperative agreement is officially in effect. However, Guatemala has insufficient staff to handle humanitarian claims. There are only 12 officials working on asylum cases in the entire country, and only three of them are tasked with interviewing applicants. The federal government has already announced agreements with Honduras and El Salvador and under the interim final rule this process could apply to those countries and any other country other than Canada that signs an asylum cooperative agreement with the United States. Disturbingly, the rule provides no safeguards against family separation. In fact, it has no requirement that families who arrived together in the United States be removed to the same country, raising the specter of additional trauma that could have significant health consequences for families and children.
Under the rule, asylum-seekers will be subjected to an additional screening to determine if they should be barred from applying for asylum in the United States. During the screening, asylum-seekers must affirmatively state a fear of persecution or torture in another country that has signed an asylum cooperative agreement. However, asylum-seekers will only receive a written notice of this condition and nothing in the new regulation requires the federal government to provide notice in a language the asylum-seeker can actually read and understand. For individuals who are fleeing violence and traveling on foot for thousands of miles, this is an extremely high burden that requires an extensive understanding of U.S. immigration laws and a working knowledge of the conditions of countries they may have never even visited. With limited time to prepare a response and potentially without access to legal counsel, the additional screening risks simply being an empty, discriminatory formality that violates the Equal Protection Clause of the U.S. Constitution. In the comment letter, the coalition also argues that the rule is arbitrary and capricious and is contrary to the Immigration and Nationality Act.
In submitting the comment letter, Attorney General Balderas is joined by the attorneys general of California,
Connecticut, Delaware, Hawaii, Illinois, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada,

Santa Fe, NM- New Mexico State Police is asking for the public’s help with identifying a vehicle involved in a shooting in Santa Fe. On December 11, 2019, at approximately 12:00 p.m., New Mexico State Police responded to a shooting incident near 1 Mansion Drive in Santa Fe.
New Mexico State Police Investigations Bureau agents were called to investigate the shooting. State Police agents learned through surveillance video, a gray 4-door Nissan passenger car traveling east at a high rate of speed on Mansion Drive and Governor Dempsey Drive, shot towards another vehicle which was parked at the front gate of the residence. The gray Nissan passenger car has a black front bumper, a damaged hood tied down with a rope, a Turquoise New Mexico license plate, and the trunk and top of car is light gray.
