Rio Rancho, NM – On January 26, 2022, the New Mexico State Police Investigations Bureau was requested to investigate an officer-involved shooting in Rio Rancho, NM involving the Rio Rancho Police Department (RRPD).
Agents learned that at approximately 10:30 p.m., the RRPD responded to a domestic violence incident at 4668 Platinum Drive NE in Rio Rancho. The reporting person stated her son, John Paul Romero (42) of Rio Rancho, was armed with a knife and harming family members inside the residence.
When RRPD officers arrived at the residence, they encountered Romero armed with a knife. At some point during the encounter, two RRPD officers discharged their department-issued firearms, striking Romero. Romero was pronounced deceased on scene by the Office of Medical Investigator.
The reporting person and another family member were both transported by emergency medical personnel to an area hospital for injuries believed to be non-life-threatening.
No officers were injured during the incident. The names of the officers involved will not be released by the New Mexico State Police. For information about the domestic violence incident, the identities of the officers involved, and the administrative actions of the officers, please contact the Rio Rancho Police Department.
The New Mexico State Police Investigations Bureau agents are working to independently determine the series of events leading to the shooting, including collecting evidence and conducting interviews. Throughout the process, investigation findings will be shared with the district attorney for their review and consideration.
The New Mexico State Police acts solely as factfinders in its cases and does not determine whether the actions of an officer were justified in these types of matters. That decision rests with the district attorney’s office. This incident remains under investigation by the New Mexico State Police.

Socorro County, NM – On January 22, 2022, at around 4:00 p.m., the New Mexico State Police Special Operations Aircraft Section assisted New Mexico Search and Rescue (NM SAR) with the rescue of a stranded and injured hiker in the LaDrones Mountains, near LaDron Peak.
A Socorro Fire Department paramedic and a Socorro County Sheriff’s Office deputy had hiked to the location of the injured 50-year-old female and were providing medical care. The New Mexico State Police Helicopter, call sign ABLE 7 crewed by a pilot, a hoist operator, and a rescue specialist launched to the area to assist.
ABLE 7’s crew located the injured hiker and her rescuers near the top of the mountain. The NMSP rescue specialist was lowered down to the hiker where she and the Socorro Fire Department paramedic were prepared for hoisting.
The hoist mission, which took place at 9,100 feet was a success. ABLE 7 airlifted the injured hiker to a waiting Socorro Fire Department ambulance, and she was transported to an area hospital with injuries not believed to be life-threatening. Her current condition is not known.
“I’m very happy to hear of another successful rescue mission by the hard-working members of the NMSP Aircraft Section, and local first responding partners,” said Tim Johnson, Chief of the New Mexico State Police. “The response of ABLE 7 and its crew most certainly saved this hiker’s life”.

McKinley County, NM – Two men were arrested last week when the New Mexico State Police located 489.5 pounds of marijuana, 2.5 pounds of fentanyl, 28.5 pounds of THC edibles, and one pound of psychedelic mushrooms while searching a commercial motor vehicle at the Gallup Port of Entry.
On January 21, 2022, at approximately 7:57 a.m., a New Mexico State Police officer conducted a safety inspection on a 2012 Volvo Commercial Motor Vehicle (CMV) at the Gallup Port of Entry. As the officer conducted a safety inspection on the CMV, the officer observed seventeen black duffel bags, three cardboard boxes, two plastic totes, and a trash bag within the CMV’s cab and trailer. The officer detected a strong odor of marijuana coming from the trailer. New Mexico State Police officers located 489.5 pounds of marijuana, 2.5 pounds of fentanyl, 23.5 pounds of cocaine, 28.5 pounds of THC edibles, and one pound of psychedelic mushrooms concealed inside the duffle bags, plastic totes, cardboard boxes, and trash bag. Two handguns, located inside the cab of the CMV, were also seized.
The driver, Brandon Ammon Johnson (39) of Laplace, LA, and passenger, Terrance Colin Hicks Jr. (46) of Houston, TX were both arrested without incident and booked into the McKinley Adult Detention Center in Gallup, NM.

SANTA FE – Senator David Gallegos (R-Lea and Eddy) and Senator Leo Jaramillo (D-Los Alamos, Rio Arriba, Sandoval, And Santa Fe) today introduced bipartisan legislation amending the Safe Haven Act to allow for the installation of baby boxes in all 33 counties. A baby box, as used around the country, is a safety drawer at a firehouse where an infant can be surrendered safely and anonymously for any reason. The boxes are equipped with ventilation and heat regulation, and a silent alarm to alert the rescue team. As it stands currently, the use of baby boxes is not permitted in New Mexico under the Safe Haven Act which specifies that infants can only be surrendered to a healthcare provider, law enforcement officer, or first responder within 90 days of birth to remove liability of abandonment from the parent.
“We have been at the tip of the spear of this issue in the Española Valley,” said Senator Jaramillo. “For years, our city leaders, legislative representatives, and the President of the Española Firefighters Union (IAFF 4339) have been advocating for these devices to save the lives of infants who are born to scared parents with limited options. This legislation will allow my community and communities around the state to install these life saving devices and avoid the next tragedy.”
“We experienced the gut-wrenching reality of what this law can mean to save lives in New Mexico just a few weeks ago in Hobbs,” said Senator Gallegos. “We were fortunate that baby Saul Israel Astorga who was thrown in the dumpster is alive, but we need to do more to ensure this never happens again. We need to educate our children and youth that there is another way. Baby boxes offer another option to allow for infants to be surrendered safely without the guilt of a personal contact with a law enforcement officer or medical provider. If this bill can save just one life, it will be worth every dollar invested in this project.”
